You're doing it wrong.
Saw this on the way to work this morning. At first I thought it was at least strapped down. But on closer inspection it was just sitting there on top of a bed full of other furniture. And the cab was full of trash bags filled with clothes and other junk.

I stayed back for the most part. I got a little too close for comfort to take the picture. And then at the stop light up ahead I got right up behind him without thinking to see if that was a strap or not. When I saw it was not I was praying that he didn't gun it. Thankfully he pulled away nice and slow.

I had no chance. Damn thing was lying on its back and it was nighttime. All I saw was a huge black rectangle in the middle of my lane, with cars pulling (and spinning) to either side of it, leaving me to go in head first.
NOW I keep my distance from questionable loads.

Yeah, never stopped or called the highway patrol to report/claim it either. I saved a small sliver that was stuck in my fender to return to them, if they would have.
